BJ Penn pulled from UFC 199 due to IV use

<p>BJ Penn&rsquo;s return to competition will no longer be taking place at UFC 199 after a run-in with USADA.</p> <p><a href="http://www.ufc.com/news/UFC-Statement-on-BJ-Penn-052316">News broke Monday night</a> that former UFC lightweight and welterweight champion BJ Penn has been provisionally suspended after disclosing to USADA his use of an out-of-competition IV. As a result, Penn has been pulled from his upcoming UFC 199 bout against Cole Miller.</p> <p>Penn disclosed his IV use to USADA during a sample collection on March 25<sup>th</sup>, two months ahead of his scheduled bout, but was only notified recently of his violation.</p> <p><a href="https://www.usada.org/wp-content/uploads/TUE_guidance_intravenous_infusion.pdf">According to the rules and regulations</a> set by the World Anti-Doping Agency, the use of IV&rsquo;s greater than 50mL over a six-hour period are prohibited both in- and out-of-competition unless administered &ldquo;during a hospital admission, surgical procedure, or as part of a diagnostic clinical investigation.&quot; The reason for this rule is that IV&rsquo;s can be used for blood doping months before competition as well as to mask the use of performance-enhancing drugs by increasing an athlete&rsquo;s plasma volume.</p> <p><a href="http://www.bjpenn.com/mma-news/bj-penn/bj-penn-pulled-from-ufc-199-bout-for-usada-iv-violation/">BJ Penn released a statement</a> regarding the issue, saying he was unaware of the out-of-competition ban on IV&rsquo;s:</p> <p><em>&ldquo;I voluntarily disclosed to USADA that during a non-fight period that I had an IV administered under the care of a doctor.</em></p> <p><em>&ldquo;The rule for IV usage had changed since my last fight in the UFC and was unaware of the change and voluntarily disclosed the information to USADA. I had no idea that IV use was banned 365 days a year.</em></p> <p><em>&ldquo;At no time in my career in martial arts have I ever doped and anticipate all test results from USADA will come back clean and will be working with the UFC to get the matter cleared up and return to fight as soon as possible.&rdquo;</em></p> <p>The UFC is currently looking for an opponent to face Cole Miller at UFC 199.</p>
